A riff becomes a track when three things lock together: the riff, a drum groove built from its rhythm, and a bassline built from its root notes. Everything else is arrangement. The order matters — get the tempo and key nailed down before you build anything, because every later decision depends on them.

Record it once freely, without a click, to capture the feel you actually play it with. Then set a click to roughly that tempo and record it again.
The free take is your reference for groove. The click take is what you build on. Producers lose riffs constantly by going straight to the grid and flattening what made the riff good.
Loop your free take and nudge the DAW tempo until the click sits on top of your playing. Most DAWs have a tap-tempo button; tap through eight bars and average it.
Trust round numbers less than you think. A riff that feels right at 138 should stay at 138, not get pushed to 140 for tidiness.
Play the riff and listen for where it resolves. That note is your root. Then find whether the third is major or minor.
Many riffs are neither — a riff built on the fifth and flat seventh is modal and will take either a major or minor third above it. That ambiguity is useful. It means the chorus can go somewhere the riff did not promise.
Do not reach for a generic beat. Transcribe the riff's rhythm and put the kick where the riff's accents are. Then put the snare where the riff leaves a gap.
This is the single technique that makes a riff-based track feel written rather than assembled. The drums answer the riff instead of running underneath it.
Tools that generate MIDI drums — Veena's CoProducer, EZdrummer, or the drum generators inside most modern DAWs — will give you a starting pattern in seconds. Edit it. The generated version is a draft, and the value is in the moving of individual hits.
Follow the riff's root notes for the first pass. Then find one place where the bass departs from the guitar — a passing note, a held root where the guitar moves, an octave drop into the downbeat. That one departure is what makes the low end sound like an arrangement rather than a doubling.
Watch the frequency overlap. If the guitar is playing low on the E string, the bass needs to sit under it or move up an octave. Two instruments fighting for 80-150Hz is the most common cause of a muddy rock mix.
You now have a section. You need a second one.
The fastest reliable move: take the riff's chord and go to the relative major or minor for the new section, keeping the tempo. Or hold one chord for four bars where the riff changed every bar. Contrast is usually about harmonic rhythm, not about complexity.

Once the arrangement holds up instrumentally, a vocal or lead melody has somewhere to live. Writing the melody first over a riff usually produces something that fights it.
