The reason most loops never become tracks is that people keep adding to them. The reliable method is the reverse: duplicate the loop across the full length of a song first, then create sections by taking things away. An eight-bar loop with four elements already contains fifteen possible combinations, and that is a complete arrangement before you write a single new part.

Whatever state it is in, it is good enough to arrange. A loop polished to the point of sounding finished is actively harder to develop, because it leaves nowhere to go.
Duplicate the loop to fill three to four minutes and place section markers over the top:

Breakdown 16 bars
Section B 32 bars
Outro 8 bars
You now have a track-shaped object that happens to be identical throughout. Every remaining step is differentiating those blocks.
Go through each section and mute elements:
- Intro — one element only, usually the most distinctive
- Section A — everything except the lead
- Section B — everything
- Breakdown — no drums, or drums only
This alone produces an arrangement. Listen back at this point; the track will already sound like it has structure, purely because the element count changes.
The reason it works: listeners perceive energy relative to what came before, not absolutely. A full section after a sparse one sounds enormous even though nothing was added to it.
Now differentiate within sections. In rough order of effort:
Automate a low-pass filter down over a whole section. Add saturation to the second chorus. Widen the stereo image on the drop. These are one-parameter moves with large perceptual effects.
Change one drum element per section — hi-hats to a different rate, kick pattern altered on the last bar of every four, a snare moved off the grid. Small changes at predictable intervals read as arrangement.
Transpose the loop up a step for the final section. Change one chord in the progression for the B sections. Move the bassline to a different inversion.
Cut a bar out of the last repetition to create urgency. Displace the loop by an eighth note for two bars. Reverse a copy of the loop under a transition.
You only need one genuinely new part, and it belongs where the track needs its biggest lift — usually the final section.
A counter-melody, a vocal, a new synth line, a different drum kit. Introduce it late and it feels earned. Introduce it in bar 17 and you are back to adding.
Every section boundary needs a hinge:

A single beat of silence before a full section is the most effective and most underused of these.
Export a rough bounce and look at the waveform. You should see a shape — quiet start, peaks and troughs, a highest point around two thirds through.
If the waveform is a solid rectangle, the arrangement is not doing its job, no matter how good the loop is.
Some loops genuinely will not sustain three minutes. Signs: the same one-bar rhythmic figure in every element, a distinctive sample that becomes irritating by the second listen, no harmonic movement at all.
The fix is a second loop, written to contrast with the first, used as the B section. Two loops arranged well is a complete track. One loop arranged well often is too.
